“There will probably be another crisis after the ‘liberation’ of Mosul from the Islamic State,” William Warda, the Chairman of the Alliance of Iraqi Minorities and co-founder of the Hammurabi Human Rights Organization, warns. “Most of the displaced people,” Warda predicts, “will not return to their homes if there is no rule of law and justice.” If neither the Iraqi government, nor a great power like the U.S. or Russia, establishes security, there will surely be continuing violence, perhaps even open warfare between the competing “liberators.”
